volunteering will only help you get into Phase 2B. Most importantly, you must volunteer with a school that is near your home. Because within the phase, they will ballot based on distance.

    In chronological order:
Phase 1 - sibling in the school
Phase 2A1 - Parent is in School Alumni
    Phase 2A2 - Parent/Sibling was ex-school student
Phase 2B - Parent is a volunteer, grassroot leader, member of school affiliated organisations
Phase 2C - they call this unrestricted but not sure what this means.

Phases 1 to 2A2 will be successful (most of the time. rarely will a school have to ballot for these phases), no need for distance prioritisation. Depending on the popularity (demand vs suppy) of the school, it is safest to get into the first 3 phases. If you can't then go for Phase 2B which is where volunteering comes in.

However, you would have heard stories about volunteers not getting a place. This is because of balloting based on distance priority. So even if you volunteered and are <1km, but the school is too popular, you may end up having to go for balloting and thus, may not get in.

So for example, the school has a total of 200 vacancies. 120 vacancies have already been taken up for Phase 1, 2A1 and 2A2, which leaves only 80 vacancies. They will then divide the vacancies into 2: 40 for Phase 2B and 40 for Phase 2C.

    Scenario 1:
There are 50 applicants for Phase 2B which is more than the 40 available places so balloting based on distance priority takes place. If there are 15 that are <1km, 10 that are 1 to 2km, and 40 that are >2km,
    - all those <1km will get places
    - all those between 1 to 2 km will get places
    - the remaining 40 that are >2km will have to ballot for the 25 vacancies left

    Scenario 2:
There are 30 applicants for Phase 2B so no need for balloting. The remaining 10 places will be transferred to Phase 2C for balloting.

At the end of the day, try to get into the first 3 phases. If die die cannot, then go for 2B and <1km to the school. Especially for popular schools, balloting usually occurs in Phase 2B. Some even <1km also must ballot. So you should volunteer with a school that's near your home to increase your chances of getting into the school. Don't waste time volunteering with a school so far away you'll never stand a chance especially if it's a popular one. Some schools have clan / church associations but you must check with them directly.

    Hope this explains clearly

Such a hassle. Luckily I'm an ex-student of South View Pri (quite popular in our area). I heard of parents volunteering long before their children are ready for primary school.
